Is the redacted text really removed?

Yes. Each page is flattened to an image with the boxes burned in, so the text under a black box is gone and cannot be copied or extracted, unlike a box simply drawn on top of live text.

No. Redaction runs entirely in your browser, so the document never leaves your device.
